Trace Heritage was engaged to prepare a Statement of Heritage Impact for proposed alterations and additions to a residential terrace in Paddington. The property sits within one of Sydney's most recognised and protected heritage precincts — the Paddington Heritage Conservation Area — and any proposed changes required careful heritage assessment to demonstrate compatibility with the area's distinctive Victorian-era character.

The Property and Its Heritage Context

The subject property is located on a quiet residential street lined with intact Victorian and Federation-era terraces that collectively define Paddington's renowned heritage streetscape. It is not individually heritage-listed under Schedule 5 of the Woollahra LEP 2014, but as a contributory item within the Paddington HCA, it plays an important role in maintaining the visual coherence and historical legibility of the conservation area.

Paddington's heritage significance rests on its remarkably intact collection of nineteenth-century terrace housing, developed during Sydney's Victorian-era building boom. The narrow streets, consistent building setbacks, decorative ironwork, and sandstone detailing create one of Australia's best-preserved examples of inner-suburban residential development from this period.

The Proposal

The owners sought to improve the liveability of their home through targeted alterations. The proposed works included additions at ground floor and second floor level, with a design approach that prioritised modest scale, sympathetic materiality, and respectful detailing.

The key challenge for this project was achieving meaningful improvements to the dwelling's functionality and amenity without compromising the attributes that make the property a positive contributor to the Paddington HCA.

Our Heritage Assessment

Trace Heritage prepared a comprehensive Statement of Heritage Impact that assessed the proposed works against the heritage provisions of the Woollahra LEP 2014 and Woollahra DCP 2015. The assessment examined the property's significance within the conservation area, the nature of its contribution to the streetscape, and the potential impact of each element of the proposal.

Our assessment found that the proposed additions were minor in nature and carefully calibrated to sit within the established building envelope. The design maintained the characteristic scale and proportions of the original terrace while introducing contemporary elements only in areas with limited or no public visibility.

Outcome

The Statement of Heritage Impact concluded that the proposed works were minor in nature and would not have a detrimental impact on the subject property, its immediate context, or the broader Paddington Heritage Conservation Area. The report recommended that the proposal be approved with no objection on heritage grounds by Council.
